Appropriations Priorities

The University of èßäÊÓƵ (UA) system is committed to excellence in education, research, and public service. In delivering on that three-part mission, the Board of Regents is focused on increasing educational attainment, advancing economic development, providing a highly skilled workforce, growing our world class research, and doing all of it in a more cost-effective manner. 

The UA system submits appropriations requests (a.k.a. earmarks, plus ups and programmatic requests) to èßäÊÓƵ's Members of Congress in an effort to secure federal funds to support our three-part mission. On this page you will find information on how the UA system is currently managing appropriations requests and links to prior years appropriations requests made to èßäÊÓƵ's Members of Congress. 


FY26 Appropriations Requests

The UA system will adhere to the following estimated timeline for considering FY 26 appropriations requests:
 
  • August 5, 2024: Begin accepting proposals
  • September 30, 2024: Deadline for submitting proposals
  • October 2024: UA universities to work with the Office of Government Relations to initially review proposals for eligibility, gather additional information, and assess the likelihood of success
  • Late October/Early November 2024: The Chancellors’ designated staff recommend which proposals move forward; proposers will be notified about the status of their respective proposal(s)
  • Early November-Early December 2024: Chancellors review recommended proposals, decide which proposals move forward, and set University priorities; proposers will be notified about the status of their respective proposal(s)
  • December 2024: UA Office of Government Relations to discuss all potential proposals with èßäÊÓƵ Members of Congress and relevant staff to assess the viability of proposals
  • Early January 2025: UA President reviews the Chancellors’ proposal priorities and, in consultation with the Chancellors, determines which proposals will be submitted to èßäÊÓƵ’s Members of Congress and in what order; propers will be notified about the status of their respective proposal(s)
  • Mid-to-Late January 2025: UA President shares priority list with Board of Regents for notification and feedback
  • Feb.-April 2025: UA Office of Government Relations prepares and submits approved proposals to the appropriate èßäÊÓƵ Member of Congress; èßäÊÓƵ Members determine which proposals to support and submit to Appropriations Committees to request funding for; propers will be notified about the status of their respective proposal(s)
  • Summer 2025: House and Senate Appropriations Committees review proposals and decide which will receive some or all of the requested funding; proposers will be notified about the status of their respective proposal(s)
  • Fourth Quarter 2025: Congress passes (ideally) the appropriations bills that include requests; proposers will be notified about the status of their respective request(s)
  • First Quarter of 2026: Federal agencies provide instructions on how to access funding for requests; the Office of Government Relations will share instructions with proposers

FY25 Appropriations

You can view which FY 25 appropriations requests were submitted and the status of the request on the  in the  -  folder. We will update the status spreadsheet as Congress works through the FY 25 appropriations process. 
 
Going forward, we estimate the following timeline for consideration of the UA system's FY 25 appropriations requests:
  • Summer 2024 (Estimated): House and Senate Appropriations Committees review requests and decide which will receive some or all of the requested funding in the relevant Appropriations bill; proposers will be notified about the status of their respective request(s)
  • Fourth Quarter 2024: Congress passes (ideally) the appropriations bills that include requests; proposers will be notified about the status of their respective request(s)
  • First Quarter of 2025: Federal agencies provide instructions on how to access funding for requests; the Office of Government Relations will share instructions with proposer
